The State Route 4 Bypass Authority (SR4BA or Authority) is a Joint Exercise of Powers agency charged with delivering the State Route 4 Bypass Project (Bypass) in eastern Contra Costa County. Caltrans adopted the Bypass as the new State Route 4 in 2012 and relinquished the portion of the old State Route 4 located in the downtown areas of the cities of Oakly and Brentwood and a portion of Contra Costa County. The Authority’s jurisdiction encompasses the eastern portion of the County, including unincorporated areas as well as the Cities of Antioch, Brentwood, and Oakley.
The four member governments of SR4BA include the Cities of Antioch, Brentwood, and Oakley, and Contra Costa County. Contra Costa County governs the unincorporated East County communities of Bay Point, Bethel Island, Byron, Discovery Bay and Knightsen.
The representatives who serve on SR4BA are elected officials from the four-member governments.
